7From March 1st to 2nd, Su Shisheng, Vice Chairman of the CPPCC of the Prefecture, led a team to our county to conduct a special survey on the development of the private economy and held a symposium. Wang Chongyu, Deputy County Mayor, and Li Xuesong, Vice Chairman of the County CPPCC, accompanied the survey. During the visit, Su Shisheng and the delegation successively visited private enterprises such as Linshuijian Light Luxury Homestay, Chongqing Chamber of Commerce, Jiuzhai Yunshang, Jiuzhaigou County Xinhai Agricultural Development Co., Ltd., Luoyi Modern Ecological Leisure Agricultural Industrial Park, and Jiuzhaigou Plateau Food Co., Ltd. They engaged in face-to-face discussions with the heads of these enterprises to gain a detailed understanding of the demands and challenges faced by private businesses in promoting the development of the private economy.
The primary focus of this survey was to identify the difficulties and problems that enterprises still encounter in areas such as employment, financing, market access, technological innovation, and the policy environment. At each location, the research team engaged in detailed conversations with the respective enterprise leaders. The heads of the enterprises unanimously stated that in recent years, due to the Jiuzhaigou earthquake, the pandemic, and the complex internal and external economic conditions nationwide, their development has faced significant challenges and problems. However, they have consistently received strong support from the Jiuzhaigou County Party Committee and County Government in terms of policies and funding, which has alleviated their burdens and enhanced their resilience to risks. Particularly after the pandemic, with the accelerated recovery of the county's tourism market and an improved business environment, entrepreneurs have gained increased confidence.

It is reported that Jiuzhaigou Kangle Pharmaceutical Chain Co., Ltd. is a pharmaceutical chain supplier approved by the State Administration for Market Regulation. Jiuzhaigou County Kangle Pharmaceutical Chain Co., Ltd. (hereinafter referred to as Kangle Chain) serves as the Vice President unit of the Aba Prefecture Pharmaceutical Retail Association and a Council member unit of the Sichuan Provincial Pharmaceutical Retail Industry Association.
Rooted in the renowned 5A-level scenic area of Jiuzhaigou in Sichuan and focused on Aba Prefecture, the "Pearl of Western Sichuan," Kangle Chain leverages globally celebrated tourism resources such as Jiuzhaigou and Huanglong. By addressing the health and wellness needs of the multi-ethnic communities—including Tibetan, Han, and Qiang—in the Aba region, the company has seized opportunities under the provincial "Seven Unifications" initiative. It is accelerating market expansion, actively embracing informatization and digital transformation, and building a network of directly operated chains, franchise stores, and an "Internet +" model. Before 2017, the company operated 18 directly-owned stores, with Jiuzhaigou County as the core. These stores were distributed across various counties or scenic areas, including Jiuzhaigou, Huanglong, Songpan, Wenchuan, Li County, Jinchuan, and Xiaojin, achieving an annual turnover of nearly 40 million yuan. However, due to the devastating impacts of the 2008 Wenchuan earthquake and the 2017 Jiuzhaigou earthquake, Kangle Chain also suffered severe damage. With the support and assistance of the Party and people's governments at the county, prefecture, and provincial levels, the company quickly embarked on post-disaster reconstruction, making difficult decisions to survive and ultimately enduring through the challenging period.
As of November 2022, Jiuzhaigou Kangle Chain operated 10 directly-owned stores located in Jiuzhaigou County and its scenic areas. Seven of these stores were operating normally, while three were temporarily closed due to pandemic control measures or relocation. The current annual turnover is approximately 10 million yuan. In 2023, all directly-owned stores are expected to resume normal operations, with plans to open two new stores. The goal is to achieve direct store sales exceeding 20 million yuan.
Currently, Kangle Chain has 7 franchised stores distributed across several counties in Aba Prefecture. In 2023, the plan is to expand the number of franchised stores to 50, covering all counties and scenic areas within the prefecture, with an annual purchasing volume exceeding 35 million yuan. Simultaneously, the company will launch new retail operations and self-service medicine vending machine services to expand its market presence. The goal is to capture the market in Aba Prefecture this year and actively prepare for expansion into cities across the broader southwestern region.
Due to its unique geographical location and the characteristics of the ethnic region, Kangle Chain looks forward to collaborating for mutual benefit with third-party pharmaceutical logistics enterprises based in Chengdu, the provincial capital. The company aims to actively leverage new business models and capital tools to accelerate its development and elevate itself to a new level.

At the same time, Tian Xiaojun, General Manager of Jiuzhaigou Kangle Pharmaceutical Chain Co., Ltd., stated: Aba Tibetan and Qiang Autonomous Prefecture is an autonomous prefecture under the jurisdiction of Sichuan Province, adjacent to the Chengdu Plain. The overall terrain of the prefecture is typical of a plateau, with high altitude and significant vertical climate variations. It administers 12 counties and one county-level city, covering a total area of 84,242 square kilometers. As of the end of 2021, the permanent population of Aba Tibetan and Qiang Autonomous Prefecture was 815,000.
Within Aba Tibetan and Qiang Autonomous Prefecture, there are world-class tourist attractions such as the UNESCO World Natural Heritage sites of Jiuzhaigou and Huanglong, as well as Wolong, Siguniang Mountain, and the Sichuan Giant Panda Sanctuaries. It is also home to national key cultural relics protection units, including the Markam Chokorgyel Monastery, the Songgang Zhibo Watchtowers (including Qiang village watchtower groups), the Ancient City Wall of Songpan, the Rangtang Bangtuo Monastery, the Cuo'erji Monastery, the Yingpanshan Site and Jiangweicheng Site, the Risimanba Watchtower House, and the Red Army Long March Relics in Aba.

At the same time, the research delegation fully affirmed the achievements made by the Jiuzhaigou County Party Committee and County Government in advancing the high-quality development of the private economy. They also recognized the significant role and positive contributions of private enterprises in areas such as creating employment opportunities, increasing income for workers, optimizing the economic structure, and promoting social harmony and stability.
At the symposium, Su Shisheng emphasized the need to further deepen reforms, optimize the business environment, foster a harmonious relationship between government and businesses, vigorously promote the spirit of entrepreneurship, and drive leapfrog development of the private sector in Jiuzhaigou County and the entire prefecture.
At the symposium, Wang Chongyu reported on the development of the county's private economy. Representatives from various participating departments and private enterprises exchanged views and offered suggestions and ideas on advancing the county's private sector development. Members of the prefectural CPPCC special research group on private economy development, heads of relevant county-level departments, as well as representatives from private enterprises, self-employed individuals, specialized cooperatives, and CPPCC members took part in both the research and the symposium.
